Sister Cities

The Sapporo Sister Cities Association was founded in April 1986 to foster friendly relations between Sapporo and its sister cities by promoting a wide range of exchange activities. Specifically, the association organizes various exchanges related to education, science, the arts, economics, technology and sports.

  • Portland, USA (November 1959)
  • Munich, Germany (August 1972)
  • Shenyang, China (November 1980)
  • Novosibirsk, Russia (June 1990)
  • Daejeon, Korea (October 2010)

Sister-city affiliation anniversary events: speech and recitation contests
As anniversary events of sister-city affiliation, the following events are held annually: English speech contests, German and Chinese recitation contests, and Russian poetry gatherings.
Some of the prizewinners of the English speech contests are sent to Portland as friendship ambassadors, and the winners of the German and Chinese recitation contests are presented with round-trip airplane tickets to Munich and Shenyang.

Video letter and artwork exchange program
The association subsidizes kindergartens and elementary, junior high and senior high schools in Sapporo that have sister schools in Sapporo's sister cities. These subsidies aim to help schools promote friendships with their sister schools and increase mutual understanding through exchanges of student paintings, calligraphy and artworks and through video letters showing classroom and club activities and school festivals.

Subsidy for exchange activities
To promote grassroots exchanges, the association subsidizes the dispatch of delegations to and from sister cities for activities in fields such as education, culture, the arts and sports.

Publication of a sister-city newsletter, TOMO
The association publishes the publicity newsletter TOMO twice a year, to provide information on the association's activities (speech and recitation contests and the like) and to publish reports from participants in the aid program for citizens visiting sister cities.
